HQA visa processing has continued, even as the majority of Portuguese immigration processes have been suspended since mid-February 2021, as part of measures intended to curb the spread of COVID.

Despite far-reaching shutdowns of non-essential government services, four HQA visas were issued by Portuguese Embassies in three jurisdictions over a period of 5 weeks, underscoring the priority status of the HQA program.

HQA program applicants are flagged by HQA partner universities as high-value contributors to the Portuguese innovation ecosystem.
